此句不能译作:"我们应当采取一项有效的经济措施。" 如要表达此义，应该说:

在现在英语里, 用名词代替形容词或分词作定语, 以修饰其后的名词, 这种现象是很普遍的。例如：
a luxury liner替代a luxurious liner(豪华的邮船)

a prestige scholar替代a prestigious scholar(有名望的学者)

race discrimination替代racial discrimination(种族歧视)

gold watch替代golden watch(金表)

lead ship替代leading ship(领舰)

launch pad替代launching pad(发射台)

affluence society替代affluent society (富裕社会)

这种以名词替代形容词，分词或动名词的现象虽然已日趋普遍， 但决不能随意滥用。因为在某些场合下，用名词作定语和用与其相应的形容词作定语， 在涵义上是大不相同的，economy measure和economic measure就是一例，前者是"节约措施"; 后者是"经济措施"。

下面例句中的riot picket和riotous picket在涵义上也是大相径庭. 请看:

biweekly既可作"两周一次"解, 亦可作"一周两次"解;

occasionally既可表示"偶尔"之意, 亦可表示"时而"(now and then)之意.

flunkee即可指"通不过考试的不及格学生"，也可作"刁难学生使之不及格的老师"解。
