Directions: Talk on the following topic for at least 3 minutes. Be sure to make your point clear and supporting details adequate. You should also be ready to answer any questions raised by the examiners during your talk. You need to have your name and registration number recorded. Start your talk with “My name is ...” “My registration number is ...”

Read the following passages:

For years, Shanghai residents above the age of 70 were able to enjoy free public transportation by using their ID cards to ride on buses and the city's metro system. Since late June, however, this policy has been replaced with a subsidy for people aged 65 and above. The policy change triggered a sharp decline in the number of elderly people traveling during rush hours. This measure has thus been applauded throughout many cities, whose younger residents hope that their localities will also adopt the practice.

Questions for reference:

1. Do you have any acquaintances who enjoyed the free public transportation policy? Are there any changes of their current lifestyle?

2. Have you ever experienced the public transportation during rush hour? What were you thinking at that time?

3. Are you for or against the new policy? And why?

Pros

1. The old police was squeezing the already limited public resources available.

2. If a service is offered free of charge, this may attract those who don't even need it to use it.

3. The fact is that people above the age of 65 are now receiving a monthly subsidy of 75-600 yuan as compensation for the cancellation of their free transport privilege.

Cons

1. The old policy is a reflection of the traditional concept of respecting and caring for the elderly.

2. Senior citizen benefits encourage them to travel around the city so that they can take part in more activities, making them more likely to stay healthy.

WHO Report

Nine out of ten people globally are breathing poor quality air, according to the World Health Organization. Air pollution is blamed for killing more than 16,000 British and six million people worldwide every year.

The problem is most acute in cities, the report found, but air in rural areas is worse than many think. Poorer countries have much dirtier air than the developed world, but pollution affects practically all countries in the world and all parts of society.

92 per cent of the world's population lives in places where air quality levels exceed WHO limits, and it is a public health emergency. Fast action to tackle air pollution can't come soon enough. Experts are urging governments to cut the number of vehicles on the road, improve waste management and promote clean fuel.

Some of the strategies adopted to safeguard against polluted air have limited effectiveness. For example, daily air quality warnings -- like those sometimes issued in Beijing -- do little to help the average person, since the real threat is exposure to dirty air over extended periods.
